ECB President Christine Lagarde has informed the Governing Council and European Council President António Costa that she will step down from her position on 7 February 2027. This announcement, made on 29 October 2026, marks the end of her tenure at the helm of the eurozone's central bank.
In parallel administrative decisions, the ECB Governing Council approved new Currency Participation Agreements (CPAs) for T2 services with Sveriges Riksbank and Danmarks Nationalbank on 21 October 2026. These agreements facilitate the integration of these national banks into the Eurosystem’s real-time gross settlement system. Additionally, Petra Senkovic, Director General Legal Services, was appointed as Chair of the Legal Committee (LEGCO) effective 1 November 2026, succeeding Chiara Zilioli who is retiring.
The Governing Council also adopted several opinions and guidelines during October 2026. Opinion CON/2026/30 addressed empowering authorities to ban management functions in credit institutions under market abuse regulations, requested by Belgium. Opinions CON/2026/31 and CON/2026/32 focused on governance structures in Cyprus and cash access rights in Slovenia, respectively. Furthermore, Guideline ECB/2026/28 was adopted to amend accounting frameworks, enhancing transparency in the Eurosystem’s consolidated annual balance sheet reporting. The ESCB cooperation programme for strengthening central bank capacities was extended to include Moldova and Ukraine, coordinated by Deutsche Bundesbank.
Lagarde’s departure sets a critical timeline for eurozone monetary policy continuity, requiring the EU to navigate a high-stakes succession process while maintaining inflation targets and financial stability. Her exit creates an immediate leadership vacuum that could influence market sentiment regarding future interest rate trajectories and regulatory priorities.
Simultaneously, the expansion of T2 participation to Sweden and Denmark signals deeper technical integration within the broader European payment infrastructure, despite these nations not being in the euro area. This operational alignment reduces fragmentation risks in cross-border settlements. The appointment of Senkovic and updated accounting guidelines reflect ongoing efforts to strengthen internal governance and transparency, ensuring institutional resilience during this period of executive transition.
