Kraken’s parent company, Payward, has secured a full crypto brokerage, management, and investment license from Dubai’s Virtual Assets Regulatory Authority (VARA). This approval enables Kraken to onboard both retail and institutional clients under Dubai’s regulatory framework, marking a renewed expansion effort after the exchange withdrew from its initial Abu Dhabi operations in 2022. The license supports the launch of spot and margin trading with UAE dirham-denominated pairs, direct AED deposits and withdrawals, on-chain staking, access to tokenized stocks via xStocks, and institutional services through Kraken Prime and over-the-counter desks. Co-CEO Arjun Sethi stated that UAE customers will access the same global order book and multi-asset coverage available in other markets. While these core services are authorized, Kraken plans to introduce cryptocurrency derivatives and additional yield products in late 2026 or early 2027, contingent upon further VARA approvals.
The acquisition of a comprehensive VARA license signifies a strategic pivot for Kraken, moving from a tentative regional presence to a fully regulated operational hub in Dubai. By securing authorization for brokerage, management, and investment activities simultaneously, Payward addresses previous regulatory hurdles that led to its earlier withdrawal. This consolidated licensing approach allows Kraken to offer localized financial instruments, such as AED-denominated trading pairs, which lowers barriers to entry for domestic investors who previously relied on foreign currency funding.
From a Market Structure perspective, this development highlights the competitive advantage of jurisdictions offering clear, albeit rigorous, regulatory pathways for digital asset exchanges. Kraken’s ability to integrate local fiat rails with global liquidity infrastructure suggests a maturing model where regional compliance does not compromise technical standardization. However, the conditional nature of future product launches—specifically derivatives and yield offerings—underscores the ongoing dependency on regulatory discretion. Investors should monitor subsequent VARA approvals as key indicators of how deeply integrated advanced crypto financial products will become within the UAE’s regulated ecosystem.
